BETTER COVERAGE FOR CERTAIN MASSHEALTH MEMBERS

If someone on MassHealth has access to health insurance through an employer or COBRA, it may be to his or her benefit to enroll in the Health Insurance Premium Payment (HIPP) Program.

The HIPP is an Elective Program that may pay for employer based private health insurance for current MassHealth Standard or CommonHealth members AND their immediate family. For example, a grandparent who is raising a child that receives MassHealth Standard, or a parent whose child receives CommonHealth may be eligible for the HIPP program.

The HIPP program should not be confused with MassHealth Buy-In. MassHealth Buy-In’s members are generally a different population (long-term unemployed or certain legal immigrants) and the benefits received are different from HIPP’s. MassHealth Buy-In only covers services provided by the private insurance being utilized.

HIPP is unique because it provide3s the best of both worlds for its members. HIPP members enjoy the benefits of a private insurance that MassHealth Standard or CommonHealth may not offer. For example, a member may keep their relationship with a doctor that only accepts private health plans. At the same time, HIPP provides all the coverage MassHealth offers, even services not covered by the private health plans. HIPP also pays deductibles and co-pays for its MassHealth Members. In addition, if a person looses their MassHealth coverage the HIPP program will pay private health insurance for up to six more months (although this may change after July 1).

The Massachusetts Division of Medical Assistance makes the final determination about acceptance into the HIPP program based on cost effectiveness.
