MassHealth Enrollment Caps

DMA was planning to cap the number of ADULTS in the Family Assistance, CommonHealth, and the HIV waiver programs. (CommonHealth is comprised of working disabled adults and disabled adults above 133% FPL with a one-time spend-down.)

In June, DMA submitted a federal waiver request to the federal government to allow for these caps and never received approval. DMA has decided to postpone implementation.

DMA had estimated that current enrollment in these categories was close to reaching proposed capped amounts, and if the caps had been implemented, these rating categories would have been capped quickly and new applicants (or those who fell off these programs) would have been placed on waiting lists.

Note: MassHealth Essential will still be capped.
