Prescription Advantage Saved

The Prescription Advantage program, Massachusetts' program that assists the elderly and disabled to pay for medications, has been closed to new enrollment since February due to budget shortfalls. Whether this program would be dismantled was of concern in the recently completed fiscal year '04 budget process. Fortunately the legislature and the Governor have committed to saving the program. Unfortunately for many elders, however, they are sharply limiting the open enrollment period. Open enrollment for those 66 and older will be from August 1 to August 31, 2003 only- applications must be received by 8/31 (they are suggesting that applicants allow at least 5 business days and ensure they have affixed adequate postage). Those who join during this period will qualify for benefits starting October 1, 2003. There are exceptions that will allow some to apply at other times, but advocates charge that this brief open enrollment is designed to contain costs by limiting access to the program. The last time this publication discussed Prescription Advantage in detail, there was not a redetermination process; once qualified one would not lose coverage unless he/she stopped paying the premiums. Now there is a financial and disability redetermination every 2 years. Members also are required to report any significant changes in their status to the plan whenever they occur.

For those not limited to the open enrollment period, if they apply before the 15th in any given month benefits will start at the beginning of the following month.
